Zoe Barber

Vice President of Network Policy and Interoperability

Zoe Barber is Vice President of Network Policy and Interoperability at Kno2, where she helps shape the policies, participation frameworks, and operational structures that enable the Kno2 Network to function as a national healthcare network. 

With more than a decade of experience in health IT policy, governance, and interoperability, Zoe has held leadership roles across the public, nonprofit, and private sectors. Prior to joining Kno2, she served as Director of Policy and Governance at The Sequoia Project, where she led policy and governance efforts for the Trusted Exchange Framework and Common Agreement (TEFCA) and Carequality. In that role, she directed the development and implementation of national interoperability policies and governance frameworks supporting nationwide exchange. 

Previously, Zoe served as a Senior Policy Advisor at the U.S Department of Health and Human Services (HHS), Office of the National Coordinator for Health IT (ONC), where she helped design and launch TEFCA and contributed to federal interoperability policy initiatives, including the information blocking rules and advancement of state health information exchange. 

Throughout her career, Zoe has been a driving force in building and implementing the governance structures, trust frameworks, and policy foundations that enable secure, effective health data exchange to improve care coordination and patient outcomes. Zoe holds a Master of Public Health from George Washington University and a Bachelor of Arts in Political Science from Lehigh University.
